    It used to be the case that opening a picture would open it in Windows Picture Viewer (or whatever it's called) but right clicking it and choosing "Edit" would open Paint.NET. However I switched from Windows Picture Viewer to Picasa and now pictures open in Picasa but also clicking "Edit" opens Picasa.

    How can I change which program edits pictures but not change which programs they open in by default?

    Windows won't let you do what you're trying to achieve. Sorry. :(

    Open regedit, navigate to

    Code:
    HKEY_CLASSES_ROOT\SystemFileAssociations\image\shell\edit\command
    and change the value of (Default) to

    Code:
    "path to image editor" "%1"
