You can do this with the simple picture hack to gain access. My friend who makes mods for Q3 (jka) did this because an old forum came back up that was no longer needed. He made some kind of an image hack with a .gif, .png, or .jpg and gained access to admin rights. Then he shut it down.

These guys just did what he did except to a major site.
