Can someone help me out, i have this problem for awhile, my google chrome is like hates my steam.
It doesnt connects automatically in tf2lobby which i think it cant send anything to steam to do, so i have to manually connect

I'm not sure what you're saying your problem is, lol.
But you have to be signed in to the steam community to join the steam chat, if that wasn't clear.
http://steamcommunity.com/groups/fp That's the steamgroup. If you just join that, you can join through steam.

I don't know stuff like this never tend to be anything usefull at all, from earlier experiences I know that it is basically always "ranodm humorr HURR DURR!!!1" and if you try to actually talk to someone you're better off adding them or inviting to private chat because whatever you type will be drowned in shit.
