HECU probably had supply contracts with Aperture Science & Cave Johnson.

The HECU Long Fall Boots may have had Repulsion Gel built into the soles judging from how agile the female assassins are.

As for the female assassin's boots: Eli also uses that attachment as one of his missing legs.

So you can make the connection from Eli => Chell's feet attachments, Black Mesa => Aperture

it's also canon that Black Mesa and Aperture both stole ideas off eachother in the midst of their competition.
