So I just tried it myself and it gave me the same thing. This has some relation to Half-Life. I'm not sure what it is, though.

Also, I don't think the moderators of SPUF are really tied in with Valve.
Unless it was an actual Valve employee that said it wasn't, then we can assume that it's not Valve related.

There's this thing called Source SDK and Hammer. Anyone could have made this map. If it was really Valve it would have been found in the TF2 gcf or something.

It would've been interesting if they'd combined the normal tile texture and this variant with missing tiles to ''draw'' a QR code on the floor of the map, though.
EDIT: then again, the pattern seems to be different here from the actual texture. Let me load up Hammer and check, maybe I'm just going crazy from the screamer.
EDIT2: Compare the map to this screencap I took in Hammer. It's not a QR code, it's just how the texture is.

Very well done and put together, but definitely not Valve.
I'm sure the SPUF moderator wouldn't have squashed the rumor if it was actually real, because less people would play.
Either way this is a very, very well done ARG. And you know, this could be for Black Mesa Source: especially since the poster's one code hinted to Gordon.

I'm not sure this is an actual Valve ARG, but why would volunteer moderators on SPUF know anything about this being official? It's not like they're Valve employees.
