    Well obviously if it were frozen, but it just being plain water it can't.
    There is a certain limit that if you cross makes any collision with water WORSE than a collision with concrete.

    There was probably some little voice in her head that made her jump into water rather than concrete. With that in mind her failed suicide attempt was a cry for help.

    You have to think about how heavy water is, and how much mass her body would have to displace for the water to move to make way for her body. It is very similar to hitting concrete when you fall from a high enough place.

    Why should they risk their lives trying to help a woman that just tried to kill herself? She could try to drown them or something, people that try to kill themselves are usually unpredictable.

    The reason people say that is because if you fall into water at a high speed you can die, or be in heavy pain. Guess what happens when you fall onto concrete?
