Do you have photoshop? I can't help you if you don't have photoshop.

To edit GIF's, download virtual dub. Open the GIF in Virtual Dub. Go to file > export multiple images, or something along those lines. You can now edit it, frame by frame in any photo editing software. GIMP is free, like virtual dub.
Or you can open the GIF in almost any video editing software (read: anything that isn't named Windows Movie Maker). You can use After Effects, Sony Vegas, Pinnacle, etc. I use After Effects.
To edit PNGs, just use any photo editing software. You can use MSPaint if you have the skill. You can use GIMP, Photoshop, Paint.net, anything. And remember, saving as a PNG preserves transparency.
These are all the methods I can think of right now. I use them a lot.
