The citizen kind of looks like he's merely posing. His posture should be a bit more exaggerated.

He's lucky, the CPs aiming is so awful, the one shooting will end up killing his partner first.

If you can't make muzzle flashes just use the ingame ones. There's nothing wrong with that.

I did put motion blur on the citizen and cop, but it looked strange to me.
