    Its called motion blur.
    filters/blur/motion blur for photoshop users, for GIMP I don;t have a clue. For Paint.net I don't even know it exists.

    It's better to motion blur the background rather than the big focus point

    it's like a bad out of focus camera

    Never use ignite tool for fire, make sure the main part of the picture is focused, get a good zoom level/angle.
