No those are the national guard from rusty and the helmets from the bf2 model pack on gmod.org

Well it appears that he may have been trying to depict the initial invasion (I.E. the first mission) in which most of the city was still intact. If so, it would have been cool to have the scene more chaotic, with civilians running every which way and paratroopers dropping all around the city.
