If you add like 30 or so pixels to the bottom and take 30 off the top in GIMP you could probably compensate

And it's too fuken dark I want to be able to see stuff dammit.

I've never seen anything like this before, this is really original. And well executed too! I think the motion blur is fine, it makes me think that maybe the shooter was turned away from the victim at first and then abruptly turned towards the victim and shot them in the head. Sort of hastily all in one motion.
