They aren't. Since I'm still dling the Star Wars pack with the E-11 in I used a random gun from Larry's Weapons Pack which looked Star Wars-y

as of the Galactic Civil War, Stormtrooper Corps recruit men either as actual stormtroopers(most likely) or clone templates(less likely)
