You said you bought Rust on Steam?

Find Rust in your Steam library. Install it. Click play. You are now playing Rust.

what do you mean by pre-alpha? like the web browser game, or legacy? there's nothing else before those two, and i'm pretty sure the web version is no longer available.

You mean you want to play something that is in an insane amount of "Work in Progress" state before it became even close to the WIP state it's in now?

just to give you some background, web browser version became legacy when it got it's own client, and is no longer being developed, but is available to play. experimental (new rust) is a total rebuild of the game, and most of what you will hear about now.

couldn't tell you for sure if that is the web version, or a really early legacy build. either way, the only option you really have is to play legacy, since the web version afaik is no longer around.

play rust via steam, and choose to play "the old version" and it will take you there.

EDIT -- Had this sitting in my browser ready to post, but it was late by like 45 minutes before I actually hit the submit button. Nevermind!
