have you tried repairing the game through steam? If not, try that, if it still persists, try do a clean install, remove it through steam and then re-download the whole game. Try another server, does this happen on all servers? also try an official server. If this happens on all servers you connect to its client based ( your PC/rust game ) giving issues. I had this last week, after a server wipe it went away.
