Is there anything one can do to combat HUGE micro stutter in rust experimental?

With one or two GTX 970's my fps goes from like 100+ to 10 back to 100+ non stop. if you type fps.graph 1, you see little yellow spurts non stop, makes the
game just unplayable. if i cap my fps @ say 72, fps.limit 72, its like solid green graph then boom 10 fps every 2/4 a second.

I have set the game to the lowest settings, and used F2, and turned everything off, gpu usage @ 72 fps = 20% yet the huge microstutter still happens over and over,
even if i just stand still. i tried a few different servers ect same issue.
