So I tried to build two different bases tonight,
The first, was half in the water (the foundations were submerged but the 1st set of walls were 20% covered by water) and even though my walls and "ceiling" pieces said they were 90-100% stable, I had stuff just randomly disappearing. What am I doing wrong? I wasn't doing any over hanges. it was a simple 3x3
The second was on a rock, I built a 2x4 foundation, with 2 floor pieces "over hanging" but I couldn't build anything on the over hanging section (no walls or rails or anything)
Is it buggy? or what..

The shortest answer I can give you is "Yes its a little buggy." There's more to it than just that tho, and I don't know exactly enough to explain it so I will let someone else do that.

I had the same issue, it almost seemed like there was a limit to how many walls and such you could place. Once you hit that limit newly placed items cause earlier ones to disappear. The only fix I have found is have a buddy place the rest.

Until the update fixes it you just need to place pillars, walls, and doorways everywhere. Sometimes roofs also help hold it together. It also seems to make a difference in the order that you place things.
