I'm quite sure that Sub-Revolt was banned server advertising and PM spam, as well as for offering the dedicated server that he acquired by buying out a company that had legitimately obtained the password in an agreement with garry for Rust server hosting. There may have been some chatter about sharing the password and reselling access itself.
It is true that we did not receive a key directly from Garry & the Development Team. The previous managers at Revolt (before I acquired them 1 month ago), got their hands on a key by reaching out to a community or someone who had received one legit from Garry & Rust Developers, and that did not need it anymore. So, no its not a cracked version of some sort.

Revolt will not be an official company until everyone has access to a key. I presume that his answer has something to do to not get other providers on his back, which I understand.
We will not deny the fact that we are considered a Non-Official Rust Provider. However, there is no way that we will send our customers away. They are happy with their services and they went to Revolt because they had issues from the official hosts.
Now that the server files are available to everyone, them having the key is no longer controversial, but this wasn't very long ago. These posts are from the summer.
