There are plenty of sites out there but the chance you get scammed is like almost 100%

Best chance would be http://store.steampowered.com/app/252490 or wait for a bundle or a steam sale. ( i would not count with that so soon ).

It's an advertisement someone paid for. Things can be links without being underlined these days.

Before the ability to change someone else's title was taken away, as was the ability to buy Gold Membership and change your name. Now you can only change your own title, for $5. "Buy Upgrades" in the top right, money is split half for the forum server maintenance fund and half to the moderators' tip jar. Generally speaking, that's the only way they get paid to moderate the forum.
