Well either my screen is really bright or he is 100% gamma "hacking". So the kiddies are kinda right.

Gamma "hacking" doesn't show up on most videos. It's also not hacking, but more that he has a higher gamma setting then you, if it's only for rust, or if it's for all games.
Either way it's a setting that can be changed in the control panel, and doesn't alter the game files in any way.
Most people turn gamma up, because most others do it. Not about to be at a disadvantage if they can help it, so in the end, it's up to garry to fix it, which is more then possible.
THe next step of this logic is to cry non-stop about people with better mice then you "Exploiting" higher dpi.

No shit changing your gamma settings is not hacking, hence the quotation marks. Also higher dpi means nothing, high dpi is for elitist idiots who buy overpriced "gaming" mice based on big dpi numbers who think they are getting a somehow better product. All the pro CS players use 400 dpi, none of them are even using 1800. Low dpi and high in-game sensitivity is better then the other way around.

So you'd rather increase the load on your game to translate dpi settings via acceleration rather then actually learn to use a proper dpi setting, correct?
Personal opinion I suppose. I prefer my mouse to act the way it does all-the-time, rather then having drag created when the software, specifically in FPS's, interprets dpi+sensetivity.
Also I have no idea where you got this 400 number, most use 6-1200 and 3 acc from what I've seen.
Either way, if your able to handle the mouse drag created by high sensitivity, more power to you.
Popular opinion from my observation is to the exact opposite.

Nope. Most if not all "cs pros" use 400 dpi. It is preference. But the statistics speak for themselves. I'd say besides a few oddballs, all use 400 dpi.

Increasing ingame sensitivty doesn't increase mouse acceleration. A very simple test for this is dragging your mouse across your mousepad, left to right, at different speeds and seeing if the same rotation is achieved. Increasing your dpi to high amounts or buying "gaming" mice with 5000 dpi will result in acceleration and different rotation amounts, while increasing in game sensitivity won't. Also I don't know how you got this retarded idea that increasing ingame sensitivity somehow increases load on the game, so don't try and assert superiority with an idea as dumb as that.
No matter what sensitivity you have, the game would still have to interpret both. There is no added drag regardless of how high or low your ingame sensitivity settings are unless you are at extremes.
The vast majority of top players use 400 dpi with raw input in Counter Strike, a simple google search for sensitivity or mouse settings of the top players will show you that. It would be very easy for the pros to change to 800 dpi and 1 sensitivity rather then 400 dpi and 2 sensitivity (the most common pro settings) in CS yet they don't. Go into counter strike and play with double the dpi and half the sensitivity, then the other way around. Lower dpi and higher ingame sensitivty feels better in my opinion and the majority of players agree. My mouse has 3 dpi settings just for reference, 400, 800 and 1600.
