It's a 50 slot Rust++ server located in ATL. The server's mainly for building but do as you will since PVP is enabled and you do start with a pistol.
The /Starter Kit loadout:
Custom loadouts are $5/month for anyone who wants them.
To connect:
Open Rust
Press F1
Type: net.connect 68.232.178.122:28016
