It's official bud, if you've been VAC banned, you WERE hacking, it caught that you put something in the games files that was probably a hack or cheat so you lost....Hacker.

Also, take a look at the wikipedia entry for VAC. there have been, seriously, like zero false positives ever. The one time it happened, it was immediately rectified and everyone was given free stuff.
Vac makes no mistakes. You will not be unbanned. You must purchase the game again to continue hacki-er, "playing."

This isn't WarZ where crying on the forum will get you unban. VAC bans are 99,999% all real hacker.

I honestly believe people with insane amount of hours on other games, he has 1000 hours on DOTA 2, pretty sure he has learned not to cheat by now. If you're not cheating I hope you get unbanned.

The question is: modifying the file client.cfg, even genuinely, can make you VAC Banned?
If yes, the OP has his answer. If no, well, if no OP will have to figure it out by himself.

.cfg has never been bannable by VAC, people modify .cfg in a variety of other games.
VAC only bans on forced injection while or before the game gets started, via the .dll or .exe files the program needs to run with.

This. .cfg is probably the safest thing to fiddle with.

It can't. seriously. read up on how VAC works. It's not messing with CFG files, it's looking for real time editing of game data, injections, and modified assets, although the latter it's not real capable of doing. (and again even if it was, 1; material hacks in TF2 still run rampant and 2; it's a fucking CFG file. he didn't get banned for editing his .cfg, he cheated.)

"like zero false positives ever", you do understand that VAC can (and I use this loosely) make mistakes. Rust has had multiple false positives though these usually get rectified.

If you're the same butcher as on some EU servers, then your ban was justified !!!
You might disable your hacks after you got called out, but VAC sees everything !!!
