From my tests, the side with the frame ("random chunks of metal") is the stronger side. It's weird though, I tested several times on the wall and it would be 3 C4 for the frame side and 2 for the panel side, but sometimes (like 10% of the time) the frame side would blow up after one C4 and sometimes up to 4 C4.
Don't exactly know why it's random.

As the poster above said.
Rotate the wall where you can see the ends of it...you'll see at the bottom a piece of tin curves outward a little. That is the weakest side (or was as of the previous patch). When we tested it as admins with unlimited C4, it only just 2 just about every time on that side, and anywhere from 3 to sometimes 4 to blow the side with the dark colored metal on it.

Damn.. are we sure about this? I just built a giant metal cube with the smooth side on the outside. I always thought that was the "correct" orientation because the foundations were smooth metal.

That's how it went with our testing. Not sure if anything has changed with the recent patch though...they don't put things like that in the patch notes.

When I tried, it took more C4 to blow through the "framed" side everytime.

I had a situation where I tried C4'ing the stronger side (before I knew there was a stronger side) of a metal corner wall and a wall on the opposite corner of the building blew up. Glitch - and weird.
