Nice post Jerology. For everyone stating it contains a virus.... it doesn't. You click a button and it executes a macro, if you don't trust it you can always type or copy paste the commands in.
If you want a more permanent setup without downloading anything
1) Go to C:\Program Files (x86)\Steam\SteamApps\common\rust
2) Create a folder called "CFG" <--- without quotes
3) Start rust and it will create a config file that will save all of these settings for you permanently.

Even with everything off I get horrible frame rate (about 10 to 15 moving)
Could you post your computer hardware so i could compare it to mine? Also, if I were to buy a new part what would you recommend?

Rust installed on RAMDisk for (fastest possible load times)
OS: Windows 7 Ultimate (x64)
Graphics Card: GeForce GTX 660
CPU: AMD Phenom II x6 1055T Processor 2.80 GHz
RAM: 16 GB
Network: 10 Mbps Down / 1 Mbps Up

Note changing render settings to either max or lowest in Rust I still get the same FPS (10 -15)
I can play any other multiplayer game just fine, Battlefield 3 / 4 runs flawless on Ultra / max settings.
