My host says that banlists are now dynamic and they removed the bans.cfg file from my setup.
If I ban a steamID, and the server reboots, are they still banned?

I'm sure they'll stay banned... but that would be a better question for your server host. My HFB server still has a bans.cfg file and no email or notification from them about it changing.
    Who is your host?

My server has been full for 5 days straight minus down time and the result of it for the few hours afterward. As a result, it often sits at the very top of the server list when sorted by players, attracting hackers looking for populated servers. Me and my admins watch every person before we ban them, sometimes it takes 30 seconds, sometimes an hour. We don't play the game, just admin the server for others. So, you can call it admin abuse, or you can call it a damn good server, your choice.
