You should, but I doubt that will be able to max the game. Go AMD for processor, gigabyte mobo, mid range graphics card, at least 4 gigs of ram and a cheap hard drive.

the game runs quite good, but my GPU usage is at 100%. So after a minute the GPU gets over 75°C... Is such an high GPU usage normal?

Yes it is, Rust has an issue with not capping your frame rate. Force vertical sync and that should really cool your card.

Result: Rust runs little bit over 100 fps with settings on fantastic and grass on.
I'd like to add that performance also depends severely on server load. If the server is plagued with big buildings (player made, which translates into a lot of assets used), median performance will drop.
If the server is cleaner, performance will be better (tested this myself).
I compared a heavily loaded community server before and after the wipe, the difference was of over 60 frames. Friends with different hardware confirmed it.
@Zhugaf - might i ask how many volts are you running on your cpu? I'm thinking of clocking mine as well.
You probably know this already, but I'll say it just in case: do NOT go overclocking unless you are absolutely CERTAIN you have adequate cooling.
I think that it is something like 1.336v. But i wouldn't recommend that you go and bash the same voltage, because things might get hot! Get a really good cooler for your cpu and go easy with the overclocking. Once you go too high there is no coming back!

I run 3 27" 3D Monitors and a 42" 4K Monitor/TV above them. I keep a steady 80 fps during firefights, and around 120 fps when I'm alone. Grass is off because I find it annoying.
I have a similar system to this, but still manage to get a higher framerate. In fact, I am at an average of 70fps in action on max settings at 1280x720. 100-150fps in quiet surroundings.
The game is on an Seagate SATA6 HDD, OS (Win8) is on a 120GB Intel SSD. 16 GB Corsair RAM, GTX 650 ti (2GB).
i7 3770 CPU @3.4ghz, Corsaid ram. Motherboard is Asrock Z77 PRO4.
You aren't running three monitors like him though, the more monitors, the higher the resolution, the more the performance hit.
AMD, seriously? You will heat up your computer much faster. Nobody who really know much about the technical side of IT still use AMD. The graphics cards are good, if you are able to cool enough but their CPU's were pwned by Intel a long time ago. (as a note, try to find a good server which runs AMD). Also, nothing less than 8GB nowadays when it comes to RAM, but the type and speed is of higher importance.
How well can I run it?
I can run games like World of Tanks on low settings at 60+ FPS, and all source games on high and medium settings. Also, Primal Carnage I can run fine, at around 40+FPS.

Look at my setup. I bought that cpu for 100 euros and i can play infinite, rust, borderlands 2 and all the latest on ultra with 60 or more fps. And by the way, with 400 dollars he can't really buy an intel machine. It might cost way more. It's really about quality-price ratio (Not that i know about intel's cpu prices but i would just assume that they cost a lot more)
You are an idiot. Want to know why? Because the guy has a BUDGET! He asked for a $400-ish desktop build. $200 or so gets you an Intel CPU, and woosh, there's half his budget. it has NOTHING to do with power, as long as he is not planning on epic performance, AMD is ALWAYS the better choice, and he will still get great performance with it anyway. Also, I'll have you know that AMD's Opteron CPUs are great for servers, I did some hosting with an 8-core Opteron for CS:S and we never had a single hiccup (except when the provider was having issues, that was unrelated though.) Oh and also, I said at LEAST 4GB of RAM, that means 4+. Admittedly I should have said minimum 4, recommended 8, but it still stands.
Yeah I know, I have some experience with OC. In fact, my cpu is clocked right now (it's a Phenom II 940, which is exactly the same chip as the 965, minus the factory OC and unlocked multiplier). It's running @~3.5Ghz (stock 3.0), stock voltage. I'm thinking of getting a new cooler, and upping the volts a bit to try and reach the 4 Ghz mark.
I usually ask people the voltage with these OCed chips so I can get a ballpark figure before I do it.

edit: Also @ppehrson, listen to johnnymad, he actually knows what he's talking about, apparently you really don't. AMD is great for budget PCs, or, some specific applications which benefit from the increased module count of the FX chips.
