Apples and oranges, dude. Cheating in rust. has far bigger implications than cheating in Quake.

"cheating" in an alpha version of a sandbox game has bigger implications than cheating in a competitive game, often played at tournaments where actual money is on the line?
To address the OP's point, if you don't like how a server is run don't play on that server.

No, but those are bad examples because it's a competitive game, and EA makes you rent servers from them. You don't really have much ability to do those kinds of things.
To make a far more reasonable comparison, server admins in minecraft can do all the things you're complaining about, and they have valid uses. (teleporting a stuck player to freedom, or teleporting themselves near a potential griefer to observe their activity.)
