I spawned and a deer was ignoring me and i was literally 1m away from it, i killed it then recorded me killing a hog that ignored me aswell.

the funny thing is that i have had lag since the last patch but it says that its suposed to improve preformence, and before the patch i had no lagg at all but what can you do..

Try turning off the grass in the console with grass.off
That might increase your FPS. If it doesn't increase your FPS, than it's probably related to the actual patch itself where the server are laggy or the code is throwing exception in the console and slow down the actual game play.
