    So I made this cool looking loading screen 1280 x 720 and it doesn't fit my entire screen like its bigger than it is there a way it can fill someones monitor with the pic I made.

    Change the size to 1980x1080
    It works for me :D

    That's the problem I need it to fit the screen for everyone not for just one specific resolution or does it resize.

    I guess you could use javascript to resize it to the clients resolution.

    Best to make it at 1080P then make a script to downscale it for the persons resolution.

    As stated above, you need to make it into 1080P [1920x1080] and scale it down.
    I'm not to sure about javascript, but you can add this in the body of your HTML.

    background-image:url("DIS IS THE IMAGE URL"); 
     background-repeat:no-repeat;
     background-attachment: fixed;
     background-position: center;
     background-size: cover;

    tha body and stuff like dat cause when I didi it it did not resize just showed text.
