Unless the server is hosted on a wooden PC, no small ammount of refreshes could bring down a
decently configured and dedicated server which only seems to host a page with such a small footprint
as the site in question. I'm more guessing it's something automated. Either a script to parse something
off the page or (D)DoS attack.

This is just an educated guess, tho.
