level 69 is rarest, but it's tied with every other number from 1-100 for that spot
Level 0s are pretty rare though, I don't know the deal with them.

Weapons/Hats used to drop with level 0-100 but Valve changed it to drop only levels 1-100, so 0 is pretty rare.

It's always harder to sell unusuals than it is straight promo items, and usually hard to get the exact price you want, so they want a little more to ensure they're getting what they're expecting.

Whenever I play Engineer on 2fort I always equip the Eureka Effect so I can set up in the enemy intel easily. It's more entertaining than defending your own intel.

It works, sort of. Everything looks like it's on a super nintendo and it runs a little better, but still noticeable lag spikes every few seconds. That could've been because the server had a phlog pyro though.
