Their default weapons are also highly inaccurate. Also, because only few of the stormtroopers are clones and most are normal people hastily recruited from remote imperial worlds, they also have the human side to them. Shooting a cute girl and a redneck kid is harder than gunning down dozens of enemy soldiers all dressed in similar uniforms.

But then again battle droids aren't too accurate when trying to shoot in-movie hotties too.
It's basically the rule of "If it's a redshirt/greenshirt, kill it with exceptional accuracy even while hipfiring. Otherwise, have terrible aim despite looking down the sights."
