Sorry to say - but it doesn't even remotely look like a comic book effect. I'd recommend you to not use filters of any kind.

I see what KIND of comic book effect you were going for, but this isn't like it at all, it's way too forced.
Also, mixing a normal-looking background with a cartoon character doesn't go well, either take both "realistic" looking scenery and character, or cartoon-esque, but don't mix them, it looks even worse with the shades, because it doesn't applies the same way on the character / scenery.
