As I recall, Jason released a pack of hacked off items from the Team Members, like Engie's hardhat and Scout's backpack.

As for the shirtless Engineer, it's one of Rebaccus' models.

Or atleast, the original model. I don't recall Rebaccus' version having the team-coloured armbands, but I'm not really sure.
