I'd just try maxframes then, but you probably have done so already. Configs can do a lot, but at one point they don't do enough

i5-2320 and GTX 550 Ti, can run TF2 on 60+ high just fine but I was really just running that low quality config to ensure constant 120 even in chaotic situations.
It won't give more performance increase than dx9frames itself really. The flat textures won't increase FPS by any noticable amount.
